Microsoft 365 Copilot Total Cost of Ownership: What Leaders Should Budget Beyond the License

Bottom line: the Copilot total cost of ownership is the license plus the clean-up, rules, training and agent usage around it. Microsoft lists the license at $30 per user per month in the US (checked 16 October 2026), and your seat count is the line you control most.

A CFO can build the budget from the lines below, IT can size the clean-up work, and leaders (plus your AI champions) and everyone else get licensed in 2 different ways (section 06).

This page covers Microsoft 365 Copilot (now called Microsoft Copilot), so from here it's just Copilot. I've trained teams on Gen AI since early 2022 and run 264 AI sessions in 112 organisations so far (updated October 2026).

Copilot total cost of ownership: the lines on one page

Build your Copilot budget from these 6 lines. The hidden costs of Copilot sit where Microsoft publishes nothing.

The license line: price, prerequisite and seat count

What the license costs per user

Microsoft lists Microsoft 365 Copilot at $30 per user per month paid yearly in the US (Microsoft list price, checked 16 October 2026). That's the Copilot cost per user for the enterprise add-on, on top of a qualifying Microsoft 365 plan.

Smaller company? For the Copilot cost for business, Microsoft sells Copilot Business (up to 300 users) at a lower price. UK and EU figures are on the Copilot licence cost in the UK and EU page.

Why seat count is your biggest lever

Seat count is the one line you change with one decision. At $360 per seat per year:

SeatsLicense line per year
100$36,000
250$90,000
500$180,000
1,000$360,000

Our arithmetic, license line only, US list price, before any agreement discount. Seat counts are examples, not a recommendation.

03.

Permission clean-up and rules, the work behind the license

Copilot works on data users already have permission to open (Microsoft Learn, May 2026). A salary file in a site everyone can open is a file Copilot can reach. Fixing that is the work (more on oversharing in Copilot).

Some good news: Microsoft says SharePoint Advanced Management is included with your Microsoft Copilot license, once at least 1 user holds one. Check your base plan against Microsoft's list (Microsoft Learn, June 2026).

Microsoft gives no hours or cost for this work, so ask IT for an estimate and write it in the blank cell.

04.

Training and the time people spend learning

2 real lines: the course itself, and the paid hours people spend learning.

Training is what makes a license worth it. It's also a line in this budget, and I sell it, so weigh that line accordingly. See what Copilot training costs and Microsoft Copilot training for companies. Nobody publishes a figure for learning time, so that cell is yours.

05.

Agents and credits, the metered line

Microsoft says licensed users' employee-facing use of Copilot Studio agents is included, within fair-use limits, while people without a license consume Copilot Credits (Microsoft Learn, October 2026).

Microsoft's own example: 50 licensed and 100 unlicensed users on one sales agent in Copilot Chat. The 100 unlicensed users add up to 4,800 credits a day.

A capacity pack is 25,000 credits for $200 a month, or you pay as you go through Azure (Microsoft pricing page, October 2026). Admins can scope credit policies by group and cap individual agents each month. Ask IT what the agents consumed last month. Every month.

06.

How usage-based licensing lowers the total

Buy fewer seats, on purpose. At the US list price, every seat you don't buy saves $360 a year (our arithmetic).

The method

Eyal Marcus recommends keeping the Copilot budget small by allocating paid licenses by usage: leaders and AI champions first, everyone else on free Copilot Chat until they request one (approved within days).

That's my recommendation to organisations, not Microsoft's (its setup guide ends with a phase to fully deploy Copilot licenses to all users, Microsoft Learn, May 2026). Full method: usage-based Copilot license allocation.

Leaders and your AI champions go first because they set the example, and only someone using the paid version can judge a request (their Copilot training for executives comes first too). The direct manager approves with a quick check, within a few days and not weeks. IT only assigns, and blocks self-service purchase so every license takes that path.

Here's the catch: more unlicensed people on agents means more credits. Watch both lines, seats and credits.

Never buy 1,000 licenses and then chase people to use them. According to Recon Analytics (February 2026), only 35.8% of US workers who have Copilot available at work use it as their main AI tool. Already stuck? Read why Copilot rollouts stall, build the business case or look at Copilot training for large organisations.

Who is behind this page

I'm an AI consultant and trainer, focused on AI transformation and using AI at work (more about Eyal Marcus).

I have no commercial interest in Microsoft (and yes, this page sells my time). Copilot changes constantly, and so do my lectures and workshops, so every Microsoft figure here carries its date. Last updated: October 2026.

Common questions

What is the total cost of ownership of Microsoft 365 Copilot?

The license plus the clean-up, rules, training and agent usage around it. Microsoft lists the license at $30 per user per month paid yearly in the US (checked 16 October 2026), and seat count is the line you control most.

What does Copilot cost beyond the license?

5 more lines: a qualifying Microsoft 365 plan, clean-up and rules, training and learning time, credits for unlicensed agent users, and ongoing admin. Microsoft prices the plan, the license and the credits, and nothing else, so I give no dollar figure for those.

How do you lower the total cost of Copilot?

Buy fewer seats, on purpose. Leaders and AI champions get paid licenses first, everyone else uses free Copilot Chat until they hit a real limit and ask (approval takes days, not weeks). At the US list price, every seat you don't buy saves $360 a year.

Is SharePoint Advanced Management included with Copilot?

Yes, with conditions. Microsoft says it's included with your Microsoft Copilot license once at least 1 user holds one, your base plan has to be on Microsoft's list, and some features need the Plan 1 add-on (Microsoft Learn, June 2026).

Do Copilot agents cost extra?

It depends who uses them. Licensed users' employee-facing agent use is included within fair-use limits, and unlicensed users consume Copilot Credits. A capacity pack is 25,000 credits for $200 a month, or you pay as you go (Microsoft Learn and Microsoft pricing page, October 2026).

How much does Microsoft 365 Copilot cost per user per month?

$30 in the US when paid yearly, or $31.50 paid monthly on an annual commitment, on top of a qualifying Microsoft 365 plan (Microsoft list price, checked 16 October 2026). UK and EU figures are on the Copilot cost in the UK and EU page.

Planning a Copilot rollout?

Train your leadership team first.

Leaders and AI champions get the paid licenses first, so they should be first to use them well. Leave your details and I'll call you back.
