Who Should Get a Copilot License First?
A Copilot License Allocation Method

Bottom line: Copilot license allocation works best by usage. Leaders and your AI champions get paid Microsoft 365 Copilot licenses first. Everyone else starts on free Copilot Chat, requests a license when they hit a limit, and gets it within days.

Leaders use Copilot on their own mail, meetings and documents. Everyone else works in Copilot Chat, as they would in Claude or Gemini, until a real task needs more.

I've worked with Gen AI and trained teams on it since early 2022, and so far I've run 264 AI sessions in 112 organisations (updated October 2026).

Copilot license allocation in one rule

Give paid Microsoft 365 Copilot licenses (now called Microsoft Copilot) to your leadership team and your AI champions first. Everyone else starts on free Copilot Chat. When they hit a concrete limit and get stuck, they request a paid license, and they get it within a few days.

Eyal Marcus's recommendation to organisations

Leaders and AI champions first. Everyone else by request after real use of free Copilot Chat, approved in days, not months.

Every employee? No. Free Copilot Chat already comes at no extra cost on eligible Microsoft 365 plans (Microsoft Learn, October 2026). A paid license follows real use.

This isn't about rationing. It's about not handing licenses to the whole organisation by default. Anyone who already uses Copilot and needs the paid version now should get it fast.

02.

Why leaders and AI champions get Copilot licenses first

Leadership and your AI champions are the exceptions to allocation by usage. Executives get paid licenses first, and they learn Copilot and use it on their own work (not just sponsor it from a distance).

01They set the example

Employees copy what management does. A manager who doesn't use Copilot can't lead its adoption (and people notice).

02They judge the requests

Only someone who uses the paid version can tell whose request makes sense.

03Your AI champions go first too

The champions group (the people who help colleagues get going with AI) needs the full version to show everyone else what it can do.

03.

Everyone else starts on free Copilot Chat

An employee is ready for a paid license when a real task needs something Copilot Chat can't do. Until then, free Chat is enough.

Copilot license vs free Copilot Chat: what changes

Free Chat covers web-grounded chat with enterprise data protection, file uploads and image generation. The license adds reasoning across your mail, meetings, files and chats without uploads, plus advanced agents and priority access (Microsoft Learn, September 2026). Details: Copilot Chat vs Microsoft 365 Copilot and free vs paid Copilot.

Where people get stuck

  • Work data. They need Copilot across their own files, Teams chats and meetings.
  • Copilot in Word, Excel and PowerPoint. They want the full experience on real work documents (the free in-app version is limited).
  • Agents. They want to build or use agents on organisational data.
04.

How to request a Copilot license, and how the admin approves it

Where your admin allows it, an employee requests a Copilot license from inside Copilot Chat. In my method the direct manager confirms quickly and IT only assigns.

What the employee does

  • 1. Use Copilot Chat on real work and hit a concrete limit.
  • 2. Send the request.
  • 3. The direct manager confirms 2 things, quickly: real use, and a real limit.
  • 4. IT only handles the Copilot license assignment (it can take up to 24 hours to show up in the apps).

Speed is the whole point

A license request should be approved within a few days, not weeks or months. Kill the bottlenecks. Copilot in Excel is money on the floor: if someone in finance or procurement wants it and needs it, don't hold it up with bureaucracy.

What IT does

I recommend IT blocks self-service purchase of Copilot, so every paid license goes through this path (in the Microsoft 365 admin center, set Microsoft Copilot self-service purchases to Do not allow). Requests then land on the Requests tab of the Licenses page, and IT can share one by email with the manager. IT can also point requests to your own approval process (Microsoft Learn, June and October 2026).

05.

How many Copilot licenses do you need?

With Copilot license allocation by usage, the answer is: as many as your leaders and AI champions, plus the people who asked after hitting a limit in Copilot Chat. You don't have to guess it in advance.

Copilot license cost, per Microsoft's US list: $30 per user per month paid yearly, or $31.50 paid monthly on an annual commitment, plus a qualifying Microsoft 365 plan (checked 16 October 2026). Prices differ by region, so see Copilot licence cost in the UK and EU.

06.

Why not buy 1,000 licenses and chase everyone

1,000 seats at $30 a month is $360,000 a year (my arithmetic, list price, before any agreement discount). Then somebody has to chase 1,000 people to use something they never asked for (guess who).

According to Recon Analytics (February 2026), only 35.8% of US workers who have Copilot available at work use it as their main AI tool.

07.

Who is behind this method

This is my recommendation on Copilot license allocation, and I don't hedge it. The names at the top are organisations I have worked with, not case studies for this method.

My bias: I train people on Copilot, so I like it when licenses get used. Copilot changes constantly, and so do my lectures and workshops.

Common questions

Who should get a Copilot license first?

Your leadership team and your AI champions first, and everyone else when they ask for one. Employees start on free Copilot Chat, and when they hit a concrete limit, they request a paid license and get it within a few days. That's the method I recommend to organisations.

Should every employee get a Microsoft 365 Copilot license?

No. Employees on an eligible Microsoft 365 plan can already use Copilot Chat at no extra cost (Microsoft Learn, October 2026), so a paid license should follow real use.

How many Copilot licenses do we need?

As many as your leaders and AI champions, plus the people who asked after hitting a limit in Copilot Chat. You don't have to guess that number in advance.

What does free Copilot Chat include compared with paid Microsoft 365 Copilot?

Free Copilot Chat gives you web-grounded chat with enterprise data protection, file uploads and image generation, and in Outlook it can answer questions across your email, calendar and meetings. The paid license adds reasoning across your emails, meetings, files and chats without uploading anything, advanced agents, and priority access (Microsoft Learn, September 2026).

How does an employee request a Copilot license?

Where your admin allows it, an employee can request a Copilot license from inside Copilot Chat, and gets an email with the result (Microsoft Learn, June 2026). In my method the direct manager confirms real use and a real limit first.

Why should executives get Copilot licenses first?

Leadership is an exception to usage-based allocation (and so is your AI champions group). Employees copy what management does, and only someone who uses the paid version can judge whose request makes sense.

How much does a Microsoft 365 Copilot license cost?

In the US, $30 per user per month paid yearly, or $31.50 paid monthly on an annual commitment, plus a qualifying Microsoft 365 plan (Microsoft list price, checked 16 October 2026). Prices differ by region, see the UK and EU cost page.
