Copilot Meeting Notes Without Recording: How It Works and What Works Councils Ask
Bottom line: yes, Copilot can work in a Teams meeting with no recording and no transcript. The organiser sets the meeting's Copilot option to Only during the meeting, and Copilot works from speech-to-text that isn't saved after the meeting ends.
But there are 3 catches. The default admin policy hides this option. Your prompts and answers may still be kept for compliance. And the AI recap without a transcript isn't out yet. Details below, in plain English.
The setting: 3 values, very different results
It lives in the meeting options, under Copilot and other AI, and it's called Allow Copilot and Facilitator. The organiser controls it, even without a Copilot licence.
1During and after the meeting
Transcription is required. Copilot starts when someone starts transcribing, and stopping the transcript stops Copilot. You can ask questions after the meeting.
2Only during the meeting
No transcript, no recording. Copilot starts when someone selects it in the meeting controls and works from speech-to-text data that isn't saved after the meeting.
3Off
Copilot is off, and so are recording and transcription for that meeting.
How to set it up
1Before the meeting
In Teams, open Calendar, select a meeting you organised, then Options. Scroll to Copilot and other AI and choose Only during the meeting.
2In the meeting
It doesn't start by itself. Someone with a Copilot licence selects Copilot in the meeting controls, and from then on it runs for all licensed participants. Once it's on, it stays on until the end.
3Pick the spoken language
Choose the language everyone is speaking, so the audio is processed correctly. You can still ask Copilot in any language, and it answers in that language.

2 more rules. It works even if your organisation has transcription switched off. And external guests can't use it, including licensed people from another tenant (multi-tenant organisation users count as external here).
Prompts for a meeting with no transcript
Because you may have nothing to come back to, the notes have to be finished before the meeting is. I'd run these in the last 10 minutes.
Summarise the decisions so far and who owns each next step.
List the questions we raised and haven't answered yet.
Create a table with the ideas discussed and their pros and cons.
Draft a follow-up email to the attendees with the decisions and action items, ready to paste.
Then copy the answers somewhere safe. That's Microsoft's own tip: copy and paste anything you want to keep before the call ends. For meetings where a transcript is fine, the full set is in Copilot prompts for meeting notes and minutes.
What's left after the meeting (the honest version)
Microsoft contradicts itself here. The support page for using Copilot without recording says Copilot won't be available in the Recap tab unless transcription or recording was on. The catch-up page says speech-to-text data and your interactions with Copilot are no longer available after the meeting. And the FAQ on that same no-recording page says you'll still see Copilot's conversation history. A planned change that would have kept the history was cancelled in May 2026.
My advice: assume nothing is kept for you. But don't assume nothing is kept at all. 2 things can leave a trace:
1Compliance retention
Depending on your organisation's Microsoft Purview retention policies, Copilot prompts and responses may be retained, and may be discoverable in eDiscovery, even with recording and transcription off. That applies to the Commercial cloud.
2Facilitator
Facilitator can run in this mode too. If it's on, its notes are stored as a .loop file in the OneDrive Meetings folder of whoever turned it on, and Microsoft treats that data as meeting transcript data. The same goes for Take notes with Facilitator, the option for in-person meetings in the Teams mobile app.
Coming in October: a recap without a saved transcript
Microsoft has announced Recap without saving transcript: an AI summary after the meeting, with no recording or transcript saved. Licensed attendees can view it. The organiser (with a Copilot licence) turns it on during the meeting with an AI toggle at the top left, and participants can see it's on but can't change it.
2 things to know. It's not out yet: the rollout is now planned for mid to late October 2026, after slipping from late August. And "no transcript" doesn't mean nothing is stored. The summary is a document in the organiser's OneDrive, kept for 120 days by default (configurable by the admin).
What a works council will ask
I'm not a lawyer, and nothing here is legal advice. Microsoft runs works council briefings and has a German page for works councils, but I found no formal works council statement on Microsoft Learn. What I can give you is the admin levers Microsoft documents, turned into the questions a works council will ask:
1Which Copilot policy value applies to whom?
Off, On, On with saved transcript required, or On with transcript saved by default. It's set per meeting policy.
2Are prompts and answers retained, and who can search them?
That's the Purview retention and eDiscovery point above.
3Is Facilitator allowed, and where do its notes live?
Admins can allow or block it, and the AI notes switch works only for the whole tenant, not per user.
4Is consent required before recording?
Admins can require explicit recording consent and show a custom privacy link in recording notices.
5How long do recordings and transcripts live?
120 days by default, and the admin can change it.
6Will the new recap be switched on when it arrives?
And with which retention period.
And the data question. For EU customers, Copilot is an EU Data Boundary service, with 2 exceptions: models from Anthropic and web search. Facilitator's new feature that fills knowledge gaps in the meeting chat uses web search, so by my reading those answers fall under the web search exception. Questions about Copilot without recording
Can Copilot take meeting notes without recording?
Yes. Set Allow Copilot and Facilitator to Only during the meeting. Copilot then works without a recording or a transcript, but only during the meeting, so copy your notes before it ends.
Does Copilot in Teams need a transcript?
For the During and after the meeting option, yes. Only during the meeting needs neither a recording nor a transcript. To ask questions after the meeting, a transcript must exist.
Why can't I see the Only during the meeting option?
The default Teams meeting policy requires a saved transcript and forces During and after the meeting. Your IT admin has to change the policy's Copilot setting to On.
Is anything saved when Copilot runs without recording?
Possibly. Depending on your organisation's Purview retention policies, Copilot prompts and responses may be retained and found in eDiscovery. If Facilitator is on, its notes are saved as a file in OneDrive.
Can Copilot create a meeting recap without a transcript?
Not yet. Microsoft's Recap without saving transcript is planned for mid to late October 2026. It saves the summary as a document in the organiser's OneDrive, for 120 days by default.
